The WBG D&I strategy, endorsed in January 2007, has 4 pillars viz., Leadership & Accountability, Reform of Key HR Processes, Learning towards Behavior Change and Metrics & Supporting Infrastructure.  Successful implementation of the strategy requires strong linkage across the WBG as well as between Headquarters and over 200 country offices, located in developing nations spread across all regions of the world.  
  
The Office of Diversity Programs – the central WBG D&I function - partners with business leadership and HR to develop and facilitate diversity and inclusion strategy at all levels.  Further, it is the mission of this function to design and deliver interventions to create world class D&I capability throughout the organization.  In furtherance of this overarching goal, the Office of Diversity Programs provides technical advice and practical support to managers and staff in the implementation of WBG initiatives to create a workplace where differences are valued and mobilized as strategic assets.  Specifically, the team supports and advises management and coordinates various networks and an advisory body to facilitate strategy implementation at all levels.  The team is also responsible for monitoring and evaluation, piloting and incubating innovation, as well as the development of measurements/metrics and studies to refine internal D&I policy and practice.  In addition, the team monitors the external best practice environment globally – to ensure that the WBG D&I program remains ‘state of the art’. 

The mandate of the WBG Office of Diversity Programs covers IBRD, IFC and MIGA.

Duties and Accountabilities

It will be the responsibility of the Senior Diversity & Inclusion Officer to advise, engage, and consult with business leaders to progress D&I specific actions for the institution.  The incumbent will work closely with the Director, as her deputy, shaping and enhancing WBG D&I capability through strategy implementation and policy development, network building, communications and learning.  The impact of the role should be felt WBG-wide and should align with major corporate and business priorities and themes.

Key Responsibilities

This role will include the identification of appropriate mechanisms for intervention as well as building capability for delivery.  This will require the application of an expert D&I lens to specific business activities, as well as the ability to communicate extremely well, sharing best practices and learning across business units to leverage and grow capability across the organization.  The incumbent will build relationships and work closely with HR units in IBRD and IFC to influence and advise line management on strategy and action to ensure a sustainably diverse workforce thriving in an inclusive work environment.   

The role will encompass the following tasks:

Strategy/Policy Development and Implementation
•	Build and support strategy and policy development and implementation networks, taskforces, advisory- and working-groups (e.g., DIAG) and communities of practice across the organization.
•	Provide professional advice and practical guidance to enable managers to translate policy and vision into strong practice and steady progress.
•	Monitor and evaluate progress of strategy and policy implementation working closely with HRSAN and the Analytics team in CHA using agreed, business relevant metrics.
•	Coordinate the quarterly D&I strategy progress review and annual Board update with HRS and CHA.
•	Monitor and support strategy implementation coherence with other processes  across the organization.

Diversity & Inclusion Mainstreaming/Cross Unit Collaboration and Network Building 
•	Collaborate as D&I technical advisor and information resource with HRSVP and CHAVP and appropriate HRS and CHA units, on strategic staffing and talent management (including non-traditional sourcing, CO-based recruitment, global/local and decentralization) career and performance management systems, pay & grade analyses, and other priorities.
•	Facilitate knowledge management and the sharing of best practices from within and outside the organization, with HR and line managers.
•	Strengthen DIAG and the D&I VPUCs network to function optimally.
•	Support cross functional teams in the execution of programs aimed at building effective infrastructure for change and ensuring alignment between business and diversity strategies.
•	Collaborate as D&I technical advisor and information resource with units responsible for coaching, managerial development and learning to ensure increased awareness and understanding, buy-in and commitment to diversity goals, plans and programs.

Communications & Learning 
•	Design and implement a communications strategy appropriately segmented internally and externally to influence organization brand.
•	Communicate institutional commitment and best practices to internal and external constituencies.  
•	Facilitate the design and roll-out of organization-wide learning initiatives and programs to facilitate behavior change at all levels in the institution.  Consult across the organization to adapt and modify learning interventions for global relevance and strategic alignment.
•	Prepare generic and specific D&I related presentations, articles, commentary and other resources.

Research and Analysis
•	Coordinate liaison with the analytics teams, to identify data-analysis input to managers and other audiences and constituencies in support of their D&I planning and monitoring.
•	Monitor and report on patterns relating to talent management, career development, performance management for the D&I target groups.
•	Project manage all D&I research and studies.  
•	Collaborate and co-manage related research and studies with other units.

Selection Criteria

1.	Masters degree e.g., MBA, or equivalent in the social sciences (business, economics, HR, organizational development/psychology, education, training, public administration).
2.	At least 8 years D&I experience in the WBG or other large corporate.
3.	Some international work experience, ideally in a developing country.
4.	Experience in working in a support/advisory role (preferably linked to addressing an organization-wide key strategic change management issue).
5.	Extensive experience with and knowledge of human resources and organizational development issues and of how they relate to and impact policies and procedures in other service areas.
6.	Thorough knowledge and grasp of mentoring, coaching and other career enhancement tools, approaches to learning in organizations in support of institutional priorities, staff and management.
7.	Applied experience in designing, coordinating and delivering learning in organizations in support of institutional priorities, staff and management.
8.	Innovation and strong organizational and planning skills.
9.	Excellent communications (written and verbal) skills.
10.	Excellent interpersonal and team skills.
11.	Demonstrated  capacity to work with diverse and multi-cultural groups and proven ability to establish rapport with a wide range of clients, with sensitivity and respect for all.
12.	Proven ability to work independently with minimum supervision.
