Summary:

1.	The World Bank Office in Beijing, China (WBOB) is looking for a Financial Management Analyst with a relevant bachelors degree in accounting, business, finance or economics, and at least 3 years of directly relevant experience in financial management (FM).  Public sector experience and the ability to read and speak Mandarin Chinese would be an advantage.

2.	The Financial Management Analyst (FMA) will be assigned to the World Bank Office in Beijing, on a two-year term appointment.  The FMA will report to the Regional Financial Management Manager through the Financial Management Hub-Leader (FMHL) based in WBOB.  The FMA is part of the FM team of the East Asia Pacific Region in Central Operational Services Unit (COSU) of the World Bank Office in Washington, DC which is headed by the Regional Financial Management Manager.

3.	Under supervision of the FMHL in Beijing, the FMA will assist the FM team in all FM aspects related to the World Bank’s operations in China and, from time to time, in other countries.  This will include, but is not limited to:  preparing and participating in supervision of projects financed by grants and loans; ensuring compliance with Bank’s audit and fiduciary requirements and ensuring that the projects’ operations are carried out in accordance with sound FM practices. Duties and Accountabilities

As a member of FM team and Task Teams of the World Bank financed projects, the FMA works under the close supervision of an FMS and/or the FMHL and contributes to the following tasks related to funds administered by the Bank including IBRD loans and IDA credits, project preparation facility advances, IDF grants, project-related trust funds and other funds administered by the Bank:
•	Assesses the adequacy of borrowers' project financial management and reporting systems, including accounting, financial reporting, auditing, and internal control procedures;
•	Assesses project financial management capacity in professional qualifications, skills and competencies, adequacy in numbers and overall suitability of project staff;
•	Conveys to the borrower and others the Bank's financial management requirements, assists borrowers in setting up charts of accounts and computerized accounting systems, evaluating project financial management systems, creating time-bound action plans for their improvement, and performs follow-up work to ensure that action plans are properly implemented;
•	Provides advice on terms of reference and the content of engagement letters for auditors of Bank projects;
•	Assesses periodic project financial management reports on financial performance, linkage to physical and other monitorable indicators, and compliance with financial covenants;
•	Advises on the borrowers' requests for disbursements; and
•	Reviews audited project and entity financial statements, monitors borrower compliance with financial covenants including audit compliance, ensures adequate communication with borrowers in respect of audits and enters data on auditing and accountability issues in the Audit Reports Compliance System.
Work implies frequent interaction with the following:
•	Counterparts within and across sectors, networks especially Procurement and PREM, LOA, CMUs, etc.

Selection Criteria

The FMA should hold a Bachelors degree in accounting, business, finance or economics, and at least 3 years of directly relevant experience in financial management.  Public sector experience, ability to read and speak Mandarin Chinese, and be a professional accountant (CPA, CA or equivalent from an internationally recognized professional accounting institute) would be an advantage.  Candidates should be fluent in English have the following qualifications:

•	Knowledge of current issues in financial management, particularly relating to the public sector.

•	Understanding of Bank policies and practices related to financial management including disbursement.

•	Knowledge of International Accounting Standards and International Standards on Auditing.

•	Knowledge of developing country issues as they relate to financial management.

•	Experience in interpreting financial and project management reports and recommending remedial actions to be taken by the Bank or borrower.

•	Knowledge in the application of accounting, auditing and financial reporting systems and software packages.

•	Experience in designing and assessing internal control systems and procedures using internationally accepted control frameworks such as COCO, COSO, Cadbury.

•	Experience in financial statement analysis, its use in comparison with industry benchmarks and application to facilitate decision making.

•	Strong communication skills with ability to prepare, present and discuss findings in written and oral form;
•	Ability to function effectively in multi-disciplinary teams within a matrix management environment.
