Background / General description

The Carbon Finance Unit (ENVCF) of the World Bank, part of the Sustainable Development Vice-Presidency, is a leading player in the fast-growing market for carbon emission reductions, specializing in the Clean Development Mechanism (CDM) and Joint Implementation (JI) aspects of the market.  It promotes market-based instruments to address climate change and support poverty reduction and sustainable development priorities of client countries. ENVCF carries out the World Bank’s role as trustee of 11 carbon funds and facilities that deliver greenhouse gas emission reductions to 16 governments and 66 private sector companies. The unit is organized in functional teams covering Fund Management, Operations, Policy and Methodology, Resource Management and Back Office/Financial Operations, and includes a small front office with Finance and Communications specialists. 

ENVCF is seeking two highly-motivated, well-organized individuals to serve as Carbon Fund Analysts in the Fund Management team and support the Fund Managers. Details of the different funds and more information on the World Bank’s Carbon Finance business is available at: http://www.carbonfinance.org.  Each Fund Manager is assigned at least two carbon funds.

Duties and Accountabilities

The incumbent will report to the Manager, Carbon Finance Unit, and work under the day-to-day supervision of the Fund Manager(s).  To the extent possible, each Fund Analyst would be paired with one Fund Manager.  S/he will perform the following duties:

Business planning and reporting
•	Prepare initial drafts of the annual and semi-annual progress reports to Fund Participants for the current fiscal year;
•	Prepare initial drafts of the business plan and budget for the following fiscal year;
•	Update long-term financial plans in coordination with ENVCF’s Financial Operations team;
•	Monitor progress in achieving business plan targets and providing data, analysis and other inputs necessary to ensure that these are reflected in work program agreements with the World Bank Regional Vice-Presidencies.

Fund portfolio management
•	Monitor the origination of Project Idea Notes (PINs) allocated to the Fund’s pipeline as well as their progress to Carbon Finance Documents (CFDs) (these are project documents which contain a more advanced project description than the project idea note, including financials) and Emissions Reduction Purchase Agreements (ERPAs). This will include regular consultations with members of the Operations Teams as well as regional Task Team Leaders on the progress of individual projects and the portfolio as a whole;
•	Monitor portfolio development and portfolio delivery, including milestones, price and emission reduction quantities;
•	Assist the Fund Manager in the preparation and monitoring of a comprehensive risk assessment for the Funds. This will include determination of the different risks to each project (such as methodological, financial, and other risks);
•	Provide analysis and other input necessary to monitor progress toward achieving the Funds’ business plan targets, including updates to meet those targets;
•	Monitor compliance of the projects included in the Funds portfolio with the Funds’ project selection criteria and project portfolio criteria, and any other guidance that may be provided by Fund Participants;
•	Support the Fund manager and participate in the process of allocating projects to specific funds, based on the Fund Allocation Guidelines; and 
•	Assist in the analysis of the Fund’s portfolio as required.

Fiduciary and administrative support
•	Become familiar with the relevant Fund Agreements and Amendments;
•	Monitor Fund expenses and work with the Fund Manager and Resource Management Team to help review expenses charged to fund administrative and project codes;
•	Assist as needed the back office/financial operations team in monitoring the documentation required by the UNFCCC for project registration under the CDM, e.g., Annex I Country and Host Country Letters of Approval (LoAs) and Modalities of Communications;
•	Monitor delivery of monitoring reports, verification reports and issuance of emission reductions;
•	Work with the back office/financial operations team, providing information on requirements to fully implement ERPAs.

Relationship management
•	Provide support to the Fund Manager for the planning and organization of meetings of Fund Participants and take any follow-up action as appropriate;
•	Ensure proper documentation is sent to Participants within specified timelines;
•	Respond to queries from Participants, providing Participants with information and liaising otherwise with Participants as appropriate.

Selection Criteria

•	Master’s degree in business, environment, economics, international relations or other relevant discipline; or Bachelor’s degree plus 2 or more years of relevant experience;
•	Good understanding of the Kyoto Protocol’s Clean Development Mechanism and Joint Implementation mechanisms;
•	Some experience in carbon finance desirable. Familiarity with the World Bank carbon funds would be an asset;
•	Strong analytical skills;
•	Excellent communications skills, both oral and written;
•	Very good inter-personal skills and ability to easily interact with people of different backgrounds, inside and outside the Bank;
•	English is the working language; knowledge of French and/or Spanish would be an advantage.
