THESE POSITIONS WILL BE FILLED THROUGH THE EXTERNALLY FUNDED STAFFING PROGRAM (EFSP) AND ARE RESERVED FOR NATIONALS OF DENMARK AND FINLAND. THESE POSITIONS ARE A TWO YEAR COTERMINOUS TERM APPOINTMENT.

Assignment Background:
The Nordic Trust Fund (“NTF”) has been established, under the management of the OPCS VPU and the supervision of a World Bank-wide Steering Committee, to help the World Bank develop an informed view of how human rights relate to its operations and analytical activities. The NTF will support activities to systematize and improve existing Bank involvement in human rights related areas in the context of the Bank’s core mission of promoting economic growth and poverty reduction, and explore innovative ways by which human rights approaches can make the Bank’s work more effective in accordance with corporate and partner country priorities, and development assistance strategies adopted for regions and countries. 

Funded activities will primarily be geared towards internal ‘learning by doing’ based on; (i) Bank executed pilot analytical and operational activities (externally implemented activities in countries could be considered provided that there is express interest from the respective governments), and (ii) dissemination of lessons learned and key findings among Bank staff from the supported activities. Programs and activities developed will focus on select and human rights related thematic areas, e.g. access to education, access to health services, access to justice, rule of law and greater equity and equality in the application of the law and legal rights, particularly those that empower vulnerable groups.
 
The NTF Secretariat has been established within the Country Services Department of OPCS, to manage and support the NTF supported activities.  It is led by the NTF Coordinator, who task-manages the NTF under the overall direction of the Director, Country Services, OPCS.  The two externally funded Senior Program Officers will be recruited as members of the Secretariat and will report to the NTF Coordinator.

The Senior Program Officers will serve as NTF focal points for their respective areas of expertise (i.e. economics. legal, social, etc) and will actively participate in the preparation and implementation/monitoring of a portfolio of supported activities.  They will also support the evaluation of activities and the extraction of lessons learned, including reviewing the impact of NTF activities on Bank practices and operations.  Additionally, they will help develop and deliver appropriate knowledge and learning materials and programs, primarily for Bank staff learning within the World Bank Group.

Duties and Accountabilities

To be considered for the positions, candidates should have a background in both human rights and development, preferably including the application of human rights in a development context. Candidates with in-depth knowledge and a specialization in either (i) links between human rights and economic development, (ii) human rights institutions, law and partnerships, or (iii) human rights in fragile/conflict affected states are particularly encouraged to apply. Under the overall guidance of the Nordic Trust Fund Coordinator, the Senior Program Officers will work with various units in the Bank and participate in the selection, development and execution of NTF analytic and operational activities and in their the monitoring and evaluation, and in the preparation and dissemination of knowledge and learning products based on the findings and lessons learnt from the supported activities.

Duties and Accountabilities

	Select, develop and update on an ongoing basis a portfolio of activities in accordance with the overall objectives of the NTF and in collaboration with units across the World Bank.
	Advise and support Bank units implementing the selected activities as needed, including through the provision of relevant programming documents, the establishment of outputs, benchmarks, indicators and overall desired outcomes of the supported activities.
	Monitor the implementation of approved activities on the basis of established criteria and systems, and ensure that all relevant procedures are followed. 
	Evaluate, capture the results and impact of, the supported activities, and provide advice as needed to ensure that the planned outcomes are achieved.
	Develop knowledge and learning products and help disseminate lessons learned and results of NTF activities, primarily for World Bank operational staff. Develop content for the NTF website.
	Serve as focal point in the NTF Secretariat, and develop a knowledge base, for the candidate’s particular specialization, i.e economic development and human rights, institutional and legal frameworks for human rights, or human rights issues in fragile and conflict affected states and work with community based organizations and NGOs. This would include helping design, implement, monitor, evaluate and extract lessons learned from the NTF supported activities and develop knowledge and learning materials aimed at enhancing Bank staff’s understanding and knowledge of the role of human rights in the particular area of specialization. 
	Other tasks as directed by the Nordic Trust Fund Coordinator.

Selection Criteria

	A minimum of 8 years relevant practical experience in human rights and development.
	Advanced degree in law, economics, social sciences or other relevant discipline. Human rights and development background essential.
	Candidates with an economics background would have an applied research background in, and demonstrated knowledge of, the interface between economic development and human rights and recent and relevant publications as well as practical experience of integrating human rights considerations into development programs.
	Candidates with a legal/institutional background would have demonstrated knowledge of legal and institutional frameworks underpinning human rights, and of activities and mandates of relevant international and regional human rights organizations, treaty bodies, thematic committees and other mechanisms, such as the UN Special Rapporteurs and Independent Experts. Previous work with governmental or other relevant bodies on the promotion of international human rights treaties would be desirable as would experience of incorporating, or providing advice on the incorporation of, human rights standards into development activities.
	Candidates with a fragile states/post conflict background would possess demonstrated knowledge of human rights and development issues in fragile and post conflict settings, experience in initiating and implementing human rights and development  programs in fragile and conflict-affected states, including in the field, and in work with NGOs and community based organizations. Experience in working with humanitarian bodies, a sound knowledge of humanitarian norms, experience of analysis of and advice on socio-political and political issues affecting fragile and post conflict states, and in community based and NGO driven work, would be desirable. 
	Experience in initiating, implementing and evaluating human rights activities in developing countries, either as self standing programs or as part of larger economic development projects, is essential. 
	Relevant field experience and working with human rights related issues in developing countries is desirable as is experience in working with human rights in a UN context. 
	Sound knowledge of international human rights obligations, treaties and standards.
	Experience in project evaluation and planning for results.
	Experience in preparation of knowledge and learning products, outreach and dissemination programs.
	Demonstrated capability to work in a team environment; strong interpersonal and communications skills.
	Willingness and ability to travel.
	Excellent command of oral and written English, essential. Working knowledge of other languages, desirable.
