Background / General Description:

The Water and Sanitation Program (WSP) has been established to find and promote better ways to help poor people gain sustained access to improved water and sanitation services. Administered by the World Bank with financial support from several bilateral, multilateral and private donors, WSP is an international, decentralized partnership and operates through offices in Africa, East Asia, Latin America and South Asia. A major thrust of the program is to help its clients prepare for and implement actions towards meeting the water and sanitation-related Millennium Development Goals (MDGs). The Program works with partners at the country, regional and international levels assisting countries to build capacity, reform policies, strengthen institutions and develop human resources. In East Asia, the program currently operates offices in 5 countries—Cambodia, Indonesia, Lao PDR, the Philippines and Vietnam— with the regional office located in Jakarta, Indonesia. Capacity development for small town water supply, strategy formulation and regulatory reform, increasing demand for rural sanitation and the implementation of pilot projects aimed at increasing sanitation coverage and improving household drinking water quality form the main activities in Cambodia’s annual business plans. Our main government partners are the Ministry of Rural Development (MRD, rural water supply, sanitation and hygiene) and the Ministry of Industry, Mines and Energy (MIME, urban water supply). WSP’s work with the government is aimed at assisting Cambodia in attaining its Millennium Development Goals for water supply and sanitation, facilitating the generation of lessons learned from a wide range of national experiences, and stimulating the flow of ideas and communications that result in more efficient and effective ways of using the sector’s limited resources. Besides working with government, WSP Cambodia maintains strong working relationships with a variety of local and international agencies (such as ADB, AusAID, UNICEF, WHO, IDE and GRET) and work plans increasingly emphasize linkages with the domestic private sector. 
In addition, linkages across the Mekong sub-region (Laos PDR and Vietnam) are growing stronger through shared project work. The Sanitation and Water Partnership for the Mekong Region (SAWAP) is a demand-responsive, programmatic, multi-country assistance program involving Vietnam, Cambodia, Lao PDR and Yunnan Province in China. Current activities include mobilizing the domestic private sector for water and sanitation; rural household water quality improvement; and developing affordable options for sanitation in areas prone to flooding and high water tables.

WSP’s work in Cambodia is carried out by a small permanent team based in Phnom Penh, assisted by individual short term consultants and consulting firms when necessary. Currently, the core WSP team based in Cambodia consists of a Country Team Leader, a Project Analyst and a Program Assistant.

Duties and Accountabilities

Under the guidance and supervision of the WSP Cambodia Country Team Leader and in collaboration with WSP team members in the country and the region, the Water and Sanitation Analyst will:

•	Assist in conceptualizing, developing and implementing WSP’s program of work in the sector, with a particular emphasis on sanitation, economic and financial analysis and private sector capacity development;
•	In line with WSPs business plan and strategy, assist and work with clients and partners on i) designing water supply and sanitation reforms, policies, strategies and plans to reach the Cambodia MDGs; ii) establishing monitoring mechanisms of WSS MDGs, iii) designing hygiene promotion and behavior change programs, iv) supporting knowledge management agendas, v) developing private sector capacity, and vi) advocating innovative approaches on sanitation planning and market development;
•	Help local water supply and sanitation authorities and partners to develop ways to increase emphasis on the rural water supply and sanitation  sector in National Development Plans, as well as policy, strategy and implementation approaches, including financing mechanisms and social protection measures to reach the rural and urban poor with improved services;
•	Design and manage individual components of the annual or multi-year work plans, including responsibility for the delivery of products and outcomes.  This typically includes the writing of terms of reference for consultants, undertaking procurement of consultants or consulting firms, providing supervision of consultant contracts, monitoring assigned office deliverables to ensure work is proceeding on time and on budget and directly undertaking specific activities and tasks;
•	Manage WSP resources following World Bank and WSP administrative rules under the supervision of the WSP Cambodia Country Team Leader;
•	Contribute to the preparation of concept notes, think pieces and best practice papers on innovative water and sanitation approaches, including the production of short case- or thematic notes;
•	Promote and contribute to knowledge sharing and networking on cutting edge issues such as low cost technologies, domestic private providers, capacity building approaches, and climate change. This also requires participation in national, regional and global activities, ranging from the Cambodia water and sanitation sector group to the regional conferences such as the  East Asia Ministerial Conference on Sanitation (EASAN), World Bank Water Week and other relevant meetings and workshops;
•	Assist missions, interact with clients at field level, support project development and contribute to evaluation of policy reforms;
•	Join and contribute to one or more relevant WSP Global Practice Teams to bring Cambodia’s experience to the global agenda as well as bringing global knowledge to Cambodia;
•	Maintain liaison and dialogue with relevant government authorities and sector agencies aimed at contributing to overall sector coordination and increased harmonization, alignment and ownership;
•	Provide cross-support to World Bank operations, including input to WB’s analytical and advisory work, Country Assistance Strategy development, and lending projects. In response to requests from World Bank Task Managers, and subject to agreement from the Regional Team Leader, provide professional support for project supervision and appraisal missions;
•	Carry out other specific tasks as may be deemed appropriate by the Country Team Leader, WSP Cambodia Country Office;
•	Liaise with the regional SAWAP coordinator and other WSP regional and global team members.

Selection Criteria

Selection Criteria:

The minimum qualifications for this position conform to the Bank’s qualifications for level GE technical specialists. These include: 

•	Master’s degree or Bachelors degree in a relevant discipline such as Engineering, Economics, Finance or Urban Planning;
•	A minimum of 2 years of experience relevant to the demands of the position;
•	In depth knowledge of Cambodia government sector agencies, as well as the role and functioning of bilateral and/or multilateral agencies. Experience with the World Bank would be desirable;
•	Excellent oral and written communication and presentation skills in English and Khmer, including ability in writing high quality English language documents such as concept notes and field notes.
•	Full computer literacy on all major office productivity applications (email, Word, Excel, PowerPoint);
•	Strong analytical skills, methodological rigor and problem-solving ability;
•	Extensive knowledge and understanding of rural water supply and sanitation issues, economic and financial issues related to the sector, decentralized service delivery, institutional functions and development, pro-poor policies, data collection and analysis;
•	Ability to operate and produce effectively in a matrix management environment, both as a team leader and –member;
•	Ability to deal sensitively with multi-cultural and multi-disciplinary environments and build effective working relations with clients and colleagues;
•	Ability to produce quality work under pressure and to adhere to deadlines;
•	Demonstrate technical and administrative management skills of programs and projects;
•	Ability and willingness to travel nationally and regionally;
