Background / General description

The Information Solutions Group (ISG) is the central information technology (IT) organization of the World Bank.  ISG provides core IT infrastructure and application services to the entire World Bank Group (WBG), at its downtown headquarters and at over 120 Country Office locations around the world.

ISG’s Global Communications Unit (ISGGC) is responsible for deploying and supporting an enterprise global network that supports voice, video, and data communications services between WBG Country Offices and headquarters, and within the headquarters campus.  ISGGC is embarking on a next generation Integrated Communications Platform (ICP) project that will integrate voice, video, email, collaboration, instant messaging and other communication tools within a single IP-enabled system.  

The Global Video-Conferencing Services (GVS) team in ISGGC is responsible for providing worldwide Videoconferencing services (including Video Conferencing, Video Streaming, Digital Recording, Digital Conversion, and Hosting) for the World Bank Group.  With this vacancy, GVS is seeking to recruit a Telecommunications Officer provide day-to-day operations support.

The Telecommunications Officer will work under the supervision of the GVS Team Lead and will work closely with the engineering teams of Voice and Global Network teams within ISGGC.  The Telecommunications Officer will act in the capacity of a backup-team lead to the GVS Team Lead and provide the technical support required in maintaining current infrastructure for real-time services over the Internet Protocol (IP) based global networks consisting of a VSAT based Global Communications Network and commercially available Multi Protocol Label Switching (MPLS) Networks.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year renewable term appointment.

Duties and Accountabilities

1.  Conduct certification tests of newly installed videoconferencing systems, satellite or MPLS circuits throughout the World Bank global network including determination of packet loss and jitter as conforming to standards of ISGGC Video Services unit, using AGT Fathom test equipment and in conjunction with Chariot tests of ISGGC Global Network unit.

2.  Configure and test videoconferencing systems during staging of equipment in headquarters prior to shipment to World Bank country offices.  Assist country office IT staff in installation of videoconferencing systems.

3.  Troubleshoot videoconferencing system problems and if needed, ship required replacement parts to country offices.

4.  Configure, program, and maintain videoconferencing infrastructure equipment including:  video bridges (Polycom MGC-100 and RMX 2000), gatekeepers (Cisco), IP-to-IP gateways (Cisco), radius servers (Cisco), videoconferencing endpoints (Polycom HDX, VSX, FX, VS-4000, PVX), and IP-to-ISDN gateways (Cisco)

5.  Check daily video conferences and monitor high-level events attended by World Bank President and Vice-Presidents.

6.  Respond to technical assistance request from World Bank’s Network Operations Center in solving problems encountered by ongoing video conferences.

7.  Provide training, guidance, and support to Video Services unit staff including VC reservations team, Network Operations Center (NOC) staff, and overseas IT staff.

8.  Maintain data in Polycom Global Management System (GMS), Equipment Registration database, and MCU endpoint definitions.

9.  Update system and network documentation.

Selection Criteria

Education/Experience at recruitment/selection
i.	Minimum Education: Master of Science in Electrical Engineering, Computer Science, or related technical field or equivalent combination of education and experience. BS/BA is minimum education requirement.
ii.	Minimum Years of Relevant Experience: 5 Years
iii.	Knowledge of video, audio, and data standards including ITU standards H.320 and H.323, video coding H.261, H.263, and H.264, audio algorithms G.711, G.722, and G.728, and data sharing T.120.
