The mission of the transport network in the Bank is to help our member countries reduce poverty and promote economic growth by supporting reforms that improve the quality, targeting and delivery of transport infrastructure and services.  Increasingly, members of our transport team are expected to work within cross-sectoral teams working on the preparation of country strategy documents and programmatic lending products, to which they must bring a high level of professionalism and technical expertise as well as having a broad understanding of the underlying development processes and macro issues. 

The Sr. Transport Specialist (Logistics) will be attached to the World Bank’s Transport Anchor unit (ETWTR), located in the Energy, Transport and Water Department (ETW) of the Sustainable Development Vice-Presidency. This unit serves as the secretariat to the Transport Sector Board. The responsibilities of the Board include: (i) sector strategy development and implementation; (ii) strategic management of human resources; (iii) knowledge management; (iv)training and professional development (v) monitoring quality of the Bank’s transport activities; and (vi) coordination with external partners. In addition, the Transport Anchor provides quality operational support and advice to the regional operational units, as requested.

The Sr. Transport Specialist (Logistics) will be the focal person within the Bank for activities related to road transport services and international logistics operations. S/He will take a lead role with respect to: (i) the formulation of strategies and policies related to road transport markets and services; (ii) raising the quality of Bank financed road transport and logistics activities; (iii) the design and implementation of development and training activities for those working in the sub-sector; and (iv) liaison with internal and external partners on issues related to road transport and international logistics. In addition, s/he will provide support to the Bank’s regional operational units.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year renewable term appointment.

Duties and Accountabilities

1.	Technical Leadership:
•	Maintain an active dialogue on road transport services and international logistics issues with both external and internal clients and partners;
•	Maintain a dialogue with related professional associations and organizations outside the World Bank;
•	Provide inputs to the development of Bank strategies and policies for road transport and international logistics, both infrastructure and services;
•	Generate 'think pieces' and 'best practice' papers related to road transport services, markets, and international logistics in developing countries.
•	Promote poverty reduction through close policy alignment and operational coordination with other professional groups working in urban and rural areas, including rural and urban development, trade competitiveness, community development, and private sector development;
•	Provide leadership for road transport services and international logistics activities within the Roads and Highways thematic group (an important internal forum for highway and roads activities within the Bank), and the Trade Logistics group (a joint Transport/Trade working group on trade logistics activities across the World Bank Group).
2.	Professional Standards and Quality Assurance:
•	Provide guidance and advice to improve the quality of road transport and logistics projects funded by the Bank.

3.	Staff development and knowledge management:
•	Facilitate knowledge flows between all Bank staff and external clients and partners;
•	Lead efforts to provide high quality training for Bank staff working on road transport and logistics issues.

Selection Criteria

1.	Professional Expertise: Candidates should have at least a Masters Degree in road transport, logistics services, economics or a related discipline, with solid professional experience related to road transport markets and policies, institutions and finance.

2.	Work experience: Candidates should have at least 8 years of professional experience. The candidate must have worked for an extended period in one or more of the Bank’s client countries and be very familiar with road transport issues and problems in these countries, as well as with their international logistics context.

3.	Communication skills: Candidates should have good communication skills, both oral and written. While the primary working language of the World Bank is English, the ability to work in one or more of the other major languages of Bank client countries would be an advantage.

4.	Behavioral skills: Strong inter-personal skills are essential. It is essential that s/he can work effectively in multi-cultural and multi-disciplinary teams, both as a team member and team leader.
