The Global Information and Communications Technologies (GICT) Department is a joint World Bank / International Finance Corporation (IFC) Department.  It includes a Bank policy division (CITPO), IFC investment and portfolio divisions, and the infoDev multi-donor partnership program.

GICT provides governments, private companies, and non-government organizations with the capital and expertise needed to develop and apply information and communication technologies to reduce poverty and foster development, including: (a)advising governments on policies and regulations that create a positive investment climate for telecommunications, postal services, and e-applications; (b) structuring innovative transactions that attract private investment; (c) providing direct investment in private sector information and communications infrastructure, services, and technology companies; and (d)making grants to innovative projects and disseminating lessons learned.

CITPO’s core work program covers the following thematic areas:  ICT infrastructure policy, sector reform and investment programs; IT Industry Development; and e-Government and Applications. CITPO has a total staff of about 60.  CITPO serves as the ICT sector unit for each of the Bank’s six regions, and as the central ICT anchor unit in the Sustainable Development Network Anchor. This position will operate in close partnership with Health sector units and staff in the Anchor and in the Regions.

Duties and Accountabilities

The Senior ICT Specialist will be responsible to:
•	Lead CITPO’s work in the design and implementation of ICT integration in the health sector. This would cover, inter alia, work in the following areas:
	Policy, legal, regulatory and institutional issues relating to e-health applications.
	Business models for public-private partnerships (PPPs) in e-health, including business case development and financial projections. This would include developing collaborations with the IFC where relevant.
	Design and improvement of information management processes in the field of e-health.
	Monitoring and evaluation of e-health programs with clear performance metrics.
	Strategies for hiring, training and professional development of human resources.
	Change management in the context of technology enabled transformations.
	Enterprise/information architecture, technology related standards, interoperability frameworks, and technology trends
•	Foster internal and external networks to harness global expertise (including multilateral agencies, NGOs, technology institutes) to facilitate Bank activities in this area
•	Serve as a primary interlocutor and point of contact for CITPO with Health sector World Bank specialists and external partners.
•	Provide support to health sector units and programs for mainstreaming ICT in the health sector, by improving awareness, building capacity and supporting strategy development and specific operations.
•	Review TORs and technical specifications as part of bidding documents in the areas of e-health hardware, software, networking, training, business process re-engineering etc. 
•	Contribute to a solid analytical work program, together with infoDev and the health sector, aimed at influencing policy and helping clients with cutting edge approaches. 
•	Organize and deliver internal and external training and capacity building programs.
•	Carry out policy dialogue with key decision makers in client countries and engage in business development activities.
•	Establish, nurture and maintain internal and external networks for accessing global expertise from multilateral agencies, governments, private sector, civil society and academia.

Selection Criteria

The successful candidate should have many of the following attributes:
•	An advanced degree in Information and Technology, Information Systems, medicine, public health, or in a relevant discipline relevant to e-health
•	Minimum of 8 years of relevant experience in design and implementation of large scale projects, with a focus on ICT and/or the health sector.
•	Experience in leading dialogue with governments in developing countries on e-health initiatives and projects.  
•	Familiarity with mobile applications in the health sector.
•	Experience in planning and implementing management information systems in the health sector.
•	Experience in the design of programs that include several of the following areas: electronic health records, health information exchanges, medical informatics, telemedicine, medical standards, health information systems, clinical workflow, hospital management, logistics and supply chain management for drugs delivery, medical procurement systems, disease surveillance etc.
•	Experience with government procurement processes, particularly in the context of e-Government or ICT activities in the health sector.
•	Familiarity with financial analysis including developing the business justification for costing and pricing of IT services.
•	Exceptional track record of leading large change management programs.
•	Ability to deal with and communicate complex technological issues in a non-technical manner.
•	Ability to analyze complex multi-dimensional business issues involving technology, management, governance, financing, change management, corporate strategy, sourcing, benchmarking, etc. and to clearly frame issues and propose solutions.
•	Track record of strong and effective interpersonal relationships with a range of public, non-government and private sector actors involved in health ICT initiatives.
•	Familiarity with social media tools.
